Through this theme, the Partnership builds capacity in planning and budgeting processes from the village to the district level to support increased budget allocation for maternal and neonatal health (MNH) throughout NTT.
The Program assists districts to create evidence-based planning documents that are then used as a basis for district MNH programs. These documents support advocacy for MNH to policy makers, aiming to get recommendations on MNH included in annual work plans, with the ultimate objective of increased budget allocation to MNH programming in the districts.
District Health Accounts
This theme also supports the use of District Health Accounts (DHA) to analyse district health expenditure. Started in 2009 with direct support from Department of Foreign Affairs and Trade – Australian Aid (Jakarta), AIPMNH has now taken over management of the sub-program since 2010. DHA teams have been established in all 14 AIPMNH districts.
Complementary to the DHA process, AIPMNH plans to provide funds and advice to help develop a Provincial Health Account (PHA) team to conduct provincial health account analysis and monitor the district health account analysis.
